Facts:

Defendant appealed a judgment by the Circuit Court of Fairfax (Virginia) that, inter alia, denied his motion to suppress the evidence; defendant claimed that the trial judge erred in ruling that the police lawfully frisked him for weapons during a traffic stop.  The trial judge found that the officer stopped defendant based on a report of reckless driving in violation of Va. Code 46.2-852 and conducted the pat down for safety reasons.
